What is the better way to tame an irring nation beside going to war with that nation as more innocent people are killed and loss of infrastucture is great in both the nations which go to war?Does UN have a updated answer to this?

Often the best way is to shut off sources of money to the offending nation.
for example the best way to prevent Iran from gettiing nuclear weapons is to bomb and destroy the Iranian oil fields.
Without the money from the export of oil Iran does not have the money to buy the technology they need to develop nuclear weapons.
You can bomb the Iranian oil fields without harming any civilians.

Economic sanctions can be fairly effective but 1) they take a long time to work 2) they often hurt innocent people economically as well

more innocent people? major european cities were carpet bombed during WWII. now we use LGBs to deliver weapons with great accuracy to minimize other damage/casualties. we dropped atomic bombs that completely leveled 2 japanese cities. they weren't full of just military personnel. while the loss of innocent lives is regrettable, it's currently a part of war, and happily, it's greatly reduced from the past. so is damage to the infrastructure. you can deploy biological weapons to protect the infrastructure, but only at the expense of killing everybody in the region

Any kind of sanctions or economic constraints (i.e. boycotting the natural products), or isolation, ultimately makes the poor person in that country to pay high price and suffer. It will be laborer, farmer, sweepers, etc. will be deprived of basic needs of life and pay heavily. Remember those long lines for a loaf of bread in those war torn nations a few years ago. It will be the same for clothes in winter or medicines for adult and children alike.
There is no easy way to tame a nation in modern days. But very shrewed negotiations has to be continued, through neighbors, friends and allies. The powerful nations also need to pressurize the politicians of the nation. After all, it is politicians who resolve the differences or opposite.

First there is no taming a nation, because if a nation is acting uncivilized it is probably because they are being treated unfairly and manipulated monetarily by certain nations whom seek to do the taming.
Try just to understand and respect different cultures and be willing to keep your promises without breaking them or having a "HIDDEN" agenda and stay in harmony with nature. Because if your out of sink with the life force then it is you that is in need of taming….. If they are going in a direction which is adverse more than not it is because of becoming feed up!!!!
